How to treat possible spam users?

Some of our users are pretty likely spam users, according to their urls and email adresses. And they haven't posted anything.

So far I only deleted those users, that posted spam. What to do with the others? Keep them and wait or delete?

By the way, can anybody explain to me, why they register and not post their spam load?

In SMF 2.x it is possible to approve posts before display. This feature can be set for certain membergroups. So the first post can be for approval, later ones without.

But we have SMF 1.1.8
